In most cases, the act would use a Delay/Sampler unit - I have a
Digitech D/S pedal - it samples up to 2 seconds. You sample live and can
either set you sample to loop or you can trigger it by a footpedal or
some other controller (drum pad, keyboard, button, etc.).
I use my pedal as an effect on my mixer so I can send any source through
the delay and sample at will. Once something is sampled, the volumve
level and speed (tempo) can be adjusted. At that point I trigger the
sample back into the mix or I set it to loop and use that as a bed of
sound to work on top of. This works great as a transitioning technique
between two different pieces of music.
There are even a few DJ mixers that have short phrase samplers built
into them.
